Executive Summary
General
Industrial Department, Govt. of the Punjab , on the request of Sheikhupura chamber of Commerce and Industry , has asked Punjab Industrial Estates Development and management and Company PIEDMC to analyze that whether the establishment of an Industrial Zone in Sheikhupura District is possible or not. In this respect, a site of 1000 acres has been located at Sheikhupura District on 23-Km Lahore-Sheikhupura Road, Qila Sattar Shah. Its 15-Km from Sheikhupura City and its distance from Lahore is 23-Km. It is situated on a double sided road and easily accessible around the clock. The khanpur canal is an important water course situated in this region and is approx 3-km away from this site which will prove to be a sufficient water resource for the project in the near future.
At times, the industries which are located in Sheikhupura District or lying at Lahore – Sheikhupura road have been established in a scattered form with no integrity and uniformity, so there is no well designed and modernly equipped industrial estate in this area .a desire is felt for the development of a planned Special Industrial Zone to promote the industries and bring prosperity to this region. As the economy of Pakistan largely based on agriculture so the focus of the area is mainly on raw agriculture but the trend is changing by now and it is expected that the establishment of an industrial zone will definitely attract the investors and stake holders from the whole country towards the zone where they will find an adequate environment for the development of the industries.
The nominated estate will also bring the foreign investment in Pakistan along with the domestic capital.
After inspecting the proposed site, the following points are concluded
vThe nominated site is favorable for the establishment of an industrial estate
vThe site is almost barren with low vegetation
vThe tentative cost of the project
vAfter the approval of the said project, it will take almost months for the completion of this project
v Direct and indirect jobs will be available and the annual salary is estimated million
v Direct tax. The project will take part in the rising of the national GDP by providing annually

CHAPTER ONE
INTRODUCTION
General
Sheikhupura Chamber of Commerce & Industry SCCI has planned to develop an industrial estate in Sheikhupura District. The Govt. of the Punjab has been requested in this regard along with PIE to the location and prepare a pre-feasibility report for the approval of the Govt. of the Punjab.
The nominated site, ed by SCCI is situated at Sheikhupura District on 23-Km Lahore-Sheikhupura Road, Qila Sattar Shah. Its 15-Km from Sheikhupura City and its distance from Lahore is 23-Km which is very convenient for accessibility from every corner of the country. Many stake holders have also visited the site and have declared it hospitable for the establishment of a successful industrial zone. SCCI is enthusiastic to make the proposed site in a source which may boost up the economy, bring prosperity and play a vital role in the progress of Pakistan by earning foreign exchange.
Sheikhupura Chamber of Commerce & Industry
The Sheikhupura Chamber of Commerce and Industry was incorporated with SECP in the year 1992 and was also granted license by the Ministry of Commerce in the same year. At that time, Mian Muhammad Yousaf was acknowledged by the Ministry to be the President of the Chamber. He submitted, along with other documents, a list of 99 members. Only few of the members had received membership certificate as an acknowledgment of their respective memberships even for subsequent years and then he closed the membership and kept on refusing membership to the genuine business people of the area. In this way, fourteen years have passed and Mian M. Yousaf remained all-in-all of the Sheikhupura Chamber up till year 2006. During this period, neither the Ministry of Commerce nor the Federation of Pakistan Chambers of Commerce and Industry (FPCCI) have ever asked him any document regarding memberships, corporate compliance, elections and/or finances of the chamber.
The Government of Pakistan implemented, The Trade Organizations Ordinance 2006 in the year 2006 and dissolved all chambers in Pakistan along with the dissolution of their respective administrative bodies. At the same time, Ministry allowed certain chambers to work but directed them to file their renewal applications to DGTO as the existing chambers. The Last date for filing the renewal application after the extension was June 30, 2007. For everyday business of the chambers and for the benefits of the members, the chambers nominated adhoc committees with the clear cut mandate up to the new elections. The list of members of adhoc committee of Sheikhupura Chamber, which contained the name of Mian M. Yousaf was publicized in the national press (Two Urdu Dailies and Two English Dailies) as directed by the DGTO.
The adhoc committee did three allocated jobs very well;
vSmooth running of everyday business of the chamber.
vFiling of the renewal application along with the required documents (One of the required documents was the list of members. A list of 50 members of Corporate Class and 138 members of Associate Class was submitted by the Sheikhupura Chamber in June 2007).
vConducting the elections of the chamber and to elect the legitimate administrative body.
Up till January 2008, the adhoc committee achieved the said targets. The elections which were scheduled to be held in December 2007 were held in January 2008 due to the sad demise of Shaheed-e-Jamhuriat Ms. Benazir Bhutto. The said elections were conducted on the basis of the list which was submitted to the DGTO in June 2007. As a result of these elections, Mian Muhammad Yousaf was elected as President; Manzoor-ul-Haq Malik and Sh. Abdul Hafeez were elected as Vice-Presidents and an eight member Executive Committee was also elected. Nobody had any objection on these elections. After the elections, the adhoc committee was automatically dissolved.
During the year 2008, the DGTO started proceedings of the renewal application. Many documents were requisitioned and dully submitted to the office of the DGTO. In May 2008, the Deputy Director Trade Organizations was deputed for a physical inspection. He inspected the presence and activities of the Chamber. He remained there for two consecutive days and thoroughly inspected the record of the office. He also directed the Chamber to file certain documents. One of those documents was the list of voters who have already participated in the election 2007. Some more documents were requisitioned by the DGTO later on, which were properly submitted.
In addition to the submission of the required documents, the Sheikhupura Chamber has kept on providing the copies of its correspondence with FPCCI and the resume of its activities periodically.
After the election 2007, nobody from the DGTO or the FPCCI objected the eligibility of the voters.
In August 2008, The Sheikhupura Chamber of Commerce and Industry had been granted the License # 58 as an existing chamber with the covering letter addressed to Mr. Manzoor-ul-Haq Malik, Sr. Vice President, Sheikhupura Chamber of Commerce and Industry, which is a valid proof of his membership and eligibility.
In September 2008, the Chamber issued the election notice to its members along with its display at the notice board and the Website (www.scci.net.pk). The same was also submitted to the DGTO. After seeing the election schedule, Mian M. Yousaf, who was not active in the chamber activities rather he was avoiding to cooperate with the office, retained the previous record on the plea that the same was destroyed in rain and above all maintaining a separate chamber office illegally at a different place, also announced elections, the schedule of which was photocopied from Lahore Chamber. This situation was communicated to the DGTO. Later on, a proper complaint with its due fee was lodged with the office of the DGTO. Apart from taking any action, the office of the DGTO kept mum, never responding to the chamber correspondence.
The elections for 2008 were scheduled to be held on November 07, 2008. On October 24, 2008, the last date for withdrawal of the nomination papers, some candidates withdrew their candidature. The election commission comprising of three members from Trade and Industry, declared the rest of the candidates as unopposed and successful because the number of available seats and the candidates became equal. All of the election documents, minute-to-minute proceedings, dully attested by the election commission and the secretary general were submitted to the DGTO and the FPCCI.
Currently, the Executive Committee of twenty members, one Woman Member, two Vice-Presidents and a President, are conducting their defined tasks, working smoothly and in a close coordination.
In the last, it was re-iterated by the President Mr. Manzoor-ul-Haq Malik that the Sheikhupura Chamber has a lot of potential and capacity to become a Prime Chamber having 1400 industrial units (like DH Chemicals, ICI, Nestle’ Pakistan, New Age Cables, Mughal Steel, Descon Chemicals …) and 30,000 commercial trade outlets.
When the present administrative body is working hard to take the chamber at its apex, the minor legalities, if any, and it’s dummy, dormant and fake past may be ignored. The Sheikhupura Chamber of Commerce and Industry can become a major contributor towards the strengthening of the economy. Only strong institutions can become an active component of a strong economy and undoubtedly, strong economy means a strong defense of the country.
Punjab Industrial Estates Development & Management Company
Punjab Industrial Estates Development & Management Company is a non-profit organization, established in September 2003 by the govt. of the Punjab to give vent to the industrial activities in the province of Punjab by constructing and organizing the series of modern industrial estates. The primal object of constructing an industrial estate is to provide the basic facilities top the industries at their door step. The concept of ‘one window’ is the soul purpose for the establishment of the industrial estates. There are some other mega projects designed by PIE including Sundar Industrial Estate, Lahore which is consist of 1665 acres of the land and the Multan Industrial Estate , Phase II which is constructed on 667 acres. Another supreme effort made by PIE are the project of up gradation of Quaid-e-Azam industrial Estate, Lahore which occupies the 565 acres of the land and the Multan Industrial Estate ,Phase I which is consist of 743 acres . All these achievements show the sincere concern of PIE towards national building.
Objective
The primal object of making a pre-feasibility report is to access the viability and the capacity of establishing an industrial estate on the proposed site by Sheikhupura Chamber of Commerce & Industry which is located at Sheikhupura District on 23-Km Lahore-Sheikhupura Road, Qila Sattar Shah. The earnestness of the construction of the modern industrial estates can not be falsified in the scenario of 21st century. For the creation of dynamic economic activities’ and for the insurance of employment opportunities, the establishment of industrial estate has proved to be very important.

Sheikhupura- an Introduction
Sheikhupura or Sheikhupura (formerly Kot Dayal Das Singhpuria, is an industrial city in the province of Punjab slightly northwest to Lahore in Pakistan. It is known for its historical places, and is commonly known locally as Qila Sheikhupura, because of the fort in the city, constructed by the Mughal Emperor Jahangir. The name Sheikhupura is derived from a nickname of Jahangir, who was known as Sheikhu by his father Akbar the Great. The city is the headquarters of Sheikhupura District and is approximately 35 km from Lahore. The original name of Virkgarh was renamed by Jahangir.
The city was renamed Singhpuria in Sikh rule ,and had a large Sikh population prior to independence in 1947, gurdawars are seen throughout the city.
Historical Background
The history of Sheikhupura goes back to 100 BC. Historical research has established the fact that Sangla or Sakala was the capital of Punjab once, and it was here that Alexander the Great of Macedonia (known locally as Sikandar e Azam) fought one of his most serious battles of his career. Its name is spoken of, firstly in the pages of Tuzk-e-Jahangiri as Jahangirpura, after the name of Prince Salim Nur u Din Muhammad Jahangir. The fourth Mughal emperor of India named Jahangir changed the name of the city from Virkgarh to Sheikhupura after converting the majority of the population to Islam. This area belongs to the Jats.
Mughal Emperor Nor-u-Din Muhammad Jahangir laid the foundation of historical Sheikhupura. In 1607, Sheikhupura was constructed following an order of Jahangir. The father of Jahangir, Emperor Jalal-uddin Mohammad Akbar use to call him Sheikhu (a nick name). During Sikh rule the new city was named Singhpuria, previously was known as Jahangirabad.
Mughal Emperor Jahangir granted the estate of Sheikhupura to Syed Usman, the father of Shah Bilal, a religious preceptor of the line of Qadiriyyah.
Over the whole district, the period between the decline of the Mughal Empire after the death of Mughal Emperor Aurangzeb and the rise of Sikh confederacies was one of utter confusion and anarchy. The successive shocks of invasion from the northwest, and the devastation caused again and again by the invading armies of Nadir Shah
In 1851, Sheikhupura Tehsil became part of Gujranwala District. The Artimapal Secretary Chief Commissioner Lahore wrote a letter to the Department of Wealth in 1855 to combine the Sheikhupura Tehsil with the Lahore District but it was never done. As soon as it became a District Zillah, a lot of lawyers came to practice. Under Sir Ganga Ram, district courts and hospitals were constructed in the city.
Location
The district Sheikhupura is located on the world globe at 32° 10′ 12″ N, 74° 18′ 36″ E, 32.17, 74.31 and in the Universal transverse Mercator Coordinate System its scale value is 43S 434946 3559488. Three other tehsils are associated to the district which are Sharaqpur Sharif, Ferozwala and Muridke respectively.
Population
With the modest figure of 22,300 in 1951, the population of Sheikhupura has increased more than tenfold to more than) 300,000 in half a century. In recent decades, the rate of growth has increased due to growing agricultural and industrial activities. Area
The area of District Sheikhupura is approx. 3,241 square K-m which can also be mentions as 3,736 Hectares.
Climate
The climate of the district is subject to extreme variations. From the middle of December to the middle of March, the air is cold and moderate rain falls. In April, the temperature rises gradually and towards the end of June the monsoon season steps in. The average rain fall in the district has been calculated about 635 mm.
INFRASTRUCTURE
Road Links
The district has a measured road length of 1557 Km. The district is linked with Lahore, Hafizabad, Faisalabad, Gujranwala and Nankana Sahib through road links .
Rail Links
The major rail link heads in the district are Shahdara Bagh, Sheikhupura and Sangla Hill. The district is linked with Lahore and Faisalabad District with rail links.
Power Supply
There are 15 grid stations which entertain the city and the near bouts by providing the supply capacity of 66 kv to 132 kv.
Natural Gas
The natural gas is available in the district. The piping network is now entertaining the whole district and it will be quite sufficient for the growing needs of the future.
Telecommunication Facility
There are 33 telephone exchanges in the district which are actively in an operational mode, ranging capacities from 50 lines to 7822 lines. Meanwhile the cellular communication facility is also present in the district. Many ISP s are also functioning in the area.
Air port/Dry port
Presently there is no air port in the district so the habitants use the Lahore International Air port for transportation. Dry port is being under process in the location of Qila Sattar Shah Railway station near to the proposed site.
Disposal Facilities
The locations of the existing disposal courses are suitable for the effluent disposal which can also be discharged into sem nallahs or rivers after pre-treatment to remove the harmful ingredients.
